Austin, Texas, is moving to establish regulations covering artificial intelligence data centers before a hyperscale facility is proposed inside city limits.
The city currently lacks a specific land use classification for traditional and AI data centers, which leaves council members with limited authority over where such facilities go and what they consume. Five council members are pursuing new policies aimed at large-load data centers. The council was scheduled to debate and vote on a resolution Thursday.
Council Member Ryan Alter said he wants a zoning tool that would require any data center developer to receive permission before building, and said approval should depend on demonstrating the project will not strain the city's water supply or compete with residents for electricity.
Austin planning staff has proposed defining a category for high-impact data centers along with a review process that could require additional city approval. Staff also recommended new requirements covering water use, noise, heat, and lighting, and suggested the city's economic development policy state plainly that Austin will not offer incentives for data center construction.
Texas defines a large-load user as a customer requiring 75 megawatts or more. Austin Energy currently serves 10 data centers, each drawing between 1 and 20 megawatts. By comparison, large AI campuses can span more than 1,000 acres, consume hundreds of millions of gallons of water annually, and require upward of 100 megawatts. The city estimates 1 megawatt powers roughly 250 homes.
Alter said a persistent obstacle has been the reluctance of operators to disclose resource consumption. A recent state survey asking about water use, water sources, electricity requirements, and cooling systems drew responses from only a small fraction of Texas operators.
Council Member Vanessa Fuentes said she would support a construction moratorium until the city settles on rules.
