Seven of the largest AI and cloud companies, Amazon, Google, Meta, Microsoft, OpenAI, Oracle, and xAI, have signed the Ratepayer Protection Pledge, a White House facilitated agreement under which the companies commit to funding the grid infrastructure their data centers require rather than passing those costs to household electricity customers.
Under the pledge, signed March 4, 2026, the companies agree to build, bring, or buy the new generation resources needed to meet their energy demands and to pay the full cost of those resources. They also commit to covering all power delivery infrastructure upgrades required to serve their facilities, including network upgrade costs, and to negotiate separate rate structures with utilities and state governments in the markets where they build. The companies will pay those rates whether or not the contracted electricity is used, a provision aimed at protecting utilities and ratepayers from stranded infrastructure costs.
The agreement also calls for signatories to coordinate with grid operators on backup generation during emergencies and to hire and train workers in host communities. The pledge does not include binding enforcement mechanisms, independent auditing, or penalties for noncompliance, and it does not define a methodology for determining what constitutes adequate cost coverage, points that utility regulators and consumer advocates are expected to watch as data center load growth accelerates.
