Douglas County commissioners voted 4 to 1 on July 7, 2026 to deny a rezoning request for a 700 acre data center campus near Villa Rica, roughly 30 miles west of Atlanta along the Interstate 20 and Liberty Road corridor. The proposal from East Village Dothan LLC, a subsidiary of EdgeConneX, called for five buildings totaling about 4.4 million square feet.
The vote marks the second rejection of a large scale data center on the same property in seven months. Residents raised objections at both hearings, and the commission has faced sustained local opposition to campus scale projects in that part of the county.
Douglas County continues to host operating data center capacity. DC BLOX closed $1.15 billion in green loan financing in August 2025 for a campus across 100 acres in Lithia Springs, designed for 80 MW of concurrent power and high density high performance computing loads. Google also operates a facility in the county.
The denial fits a broader pattern across Georgia. DeKalb County commissioners extended a moratorium on new data center development into early next year, and counties across the state have adopted data center ordinances setting standards on setbacks, noise, water use, and power procurement. Fayette County continues to add capacity, with QTS projects ranging from 142 MW to 260 MW operational or expected online in 2026.
