PJM Interconnection, the regional grid operator spanning 13 states and Washington, D.C., is considering new reliability requirements for data centers after nearly 3,800 megawatts of Northern Virginia computing load suddenly shifted from grid power to onsite generation last month. The event, which took place July 22, began when a mechanical failure knocked a 230-kilovolt transmission line out of service in Dominion Energy's territory. Although the fault cleared normally, data centers in the area automatically transferred to backup generation, pulling nearly 3,000 megawatts off the grid within moments and another 1,099 megawatts shortly after as system voltage rose.

PJM operators cut generation and deployed reactive power resources to stabilize voltage and frequency, restoring normal grid conditions within nine minutes, well inside federal reliability windows. Officials called it the largest sudden load transfer the grid operator has recorded, more than double two earlier incidents in the same Dominion zone in 2024 and 2025.

PJM is now evaluating whether large computational loads should face ride-through requirements similar to those already imposed on power generators, addressing how facilities behave during voltage or frequency disturbances rather than simply how much electricity they consume. The review will move through PJM's stakeholder process, including its Planning Committee. The scrutiny comes as the Federal Energy Regulatory Commission has directed the North American Electric Reliability Corporation to draft national reliability standards for large computational loads, a sign that both regional grid operators and federal regulators are treating data center power behavior as a growing operational concern.
