The New York Power Authority opened formal request-for-qualifications and request-for-applications windows for the development of up to one gigawatt of new nuclear power capacity in New York State. The procurement process, announced by NYPA in early June, represents one of the largest state government commitments to new nuclear development in the United States and signals New York's evolving energy policy position as the state works to meet aggressive clean electricity targets.
The NYPA solicitation covers both the development of new nuclear generation capacity and investments in nuclear workforce development programs. The workforce component reflects a recognition that the nuclear industry faces significant skilled labor shortages as the US moves toward new reactor construction for the first time since the Vogtle units were built in Georgia.
New York's nuclear procurement comes after years in which the state's energy policy was dominated by an aggressive push toward wind and solar development. The addition of nuclear to New York's clean energy portfolio reflects a broader national reassessment of nuclear power's role in reliably meeting growing electricity demand from data centers, AI infrastructure, and industrial electrification.
The gigawatt-scale target is ambitious relative to the current pipeline of advanced nuclear projects. It would require either a large conventional reactor, multiple small modular reactors, or a combination of technologies to fulfill. Companies including NuScale, TerraPower, Kairos Power, and X-Energy are among the SMR developers likely to respond to the solicitation.
