The Federal Motor Carrier Safety Administration is moving forward on two regulatory fronts that will affect US fleets through the remainder of 2026. A Notice of Proposed Rulemaking targeting ELD requirements is scheduled for May 2026, signaling a modernization of the mandate rather than any rollback. Separately, the agency is preparing rules that would establish inspection, repair, and maintenance standards specific to automated driving systems on commercial vehicles.

The ELD update is expected to address data integrity, transfer protocols, and interoperability as the telematics landscape has evolved considerably since the original mandate took effect. Fleets should expect updated technical specifications rather than fundamental changes to the core requirement.

On hours of service, FMCSA's two pilot programs launched in early 2026 are now enrolling more than 500 commercial drivers to study expanded flexibility. Results from these pilots will inform future rulemaking and could affect scheduling practices for long-haul and regional operators.

The agency also confirmed the transition to USDOT numbers as the sole federal identifier for all carriers, replacing MC numbers that were phased out October 1, 2025. Any fleet that has not updated its operating authority documentation should treat that as an immediate compliance priority.
