Federal regulators moved on several fronts in August 2026, pairing enforcement actions against electronic logging device vendors with legislative and workforce initiatives aimed at carrier registration and driver recruiting.
The Federal Motor Carrier Safety Administration removed ten electronic logging devices from its registered list, requiring motor carriers using those units to switch to compliant hardware within the agency's stated transition window. FMCSA also issued a technical corrections rule and published new safety resources for carriers. Fleets running a revoked device are treated as operating without a compliant ELD once the transition period closes, which exposes drivers to out of service determinations at roadside inspections.
On Capitol Hill, the Senate took up the Staged Accident Fraud Prevention Act, which would create a federal offense for intentionally staging a collision involving a commercial motor vehicle. The measure extends penalties to attorneys, physicians and other participants who help arrange or document a staged crash. Separately, lawmakers continued work on the SAFE Act, which targets chameleon carriers that reregister under new identities after enforcement action.
FMCSA has also completed its shift to using the USDOT number as the single federal identifier for motor carriers, brokers and freight forwarders. New registrants no longer receive a separate MC number under the Registration Modernization program.
The Department of Transportation launched Freedom Haulers, a recruiting campaign directed at military veterans with heavy vehicle experience. The program is designed to move service members who operated trucks in uniform into civilian driving roles.
