Norfolk Southern is expanding freight capacity at its Doraville transload facility in DeKalb County, Georgia, through a new partnership with Jaguar Transport Holdings. Under the agreement, Jaguar, a transport and logistics company that operates multiple short-line railroads and transload facilities across the United States, will handle local switching and operate the metro Atlanta facility.
Jaguar also plans to invest in infrastructure upgrades to support new freight volumes, including an expansion of yard capacity at the site. The Doraville facility sits near Interstate 285 and Interstate 85, a corridor that serves multiple businesses in northeast Atlanta through local switching and transload access. The location supports rail-adjacent customers and regional shippers that depend on truck-to-rail services.
Stefan Loeb, vice president of business development and first- and final-mile market at Norfolk Southern, said the deal is focused on freight growth, delivering increased capacity, and providing expanded local service in the metro Atlanta market.
The partnership comes as Norfolk Southern anticipates a boost in its intermodal business amid fuel-cost volatility that has disrupted trucking and ocean freight. Industry analysts note that current market conditions have created opportunities for shippers to lean more heavily on intermodal transport, with logistics provider C.H. Robinson advising that intermodal should be positioned as a strategic component of transportation planning rather than solely a contingency option.
